Charles Prestwich Scott, commonly known as C. P. Scott, was a British naval historian, author, and creator of 'Parkinson's Law'. His best-selling book, Parkinson's Law (1957), humorously stated that work expands to fill the time available for its completion. He was also the editor of The Manchester Guardian (now The Guardian) and a Liberal Member of Parliament4.
